A circular letter, namely Circular 10/10 “Facilitating SME Participation in Public Procurement” was issued to all public authorities on 13th August 2010. The Health & Safety section of this circular stated that Health and Safety Assessments will now be based on a number of standard self declarations, along with evidence of Safe-T-Cert or OHSAS18001 or an independently certified equivalent.
Suppliers who follow the self declaration option would be obliged to produce the necessary evidence to satisfy the contracting authority that they meet with all of the requirements. In the event that suppliers are unable to do so, they would then be excluded from the competition.
OHSAS 18001 Certification or Safe T Certification automatically proves to the contracting authority that you meet certain standards in occupational health and safety management system and therefore your company can be assured of passing the Health & Safety assessment on PQQ’s and Tenders.
Furthermore OHSAS 18001 Certification or Safe T- Certification removes the requirement for you to answer lengthy questionnaires about your health and safety management systems or compile realms of paperwork.
What is the difference between OHSAS 18001 Certification and Safe T Cert?
Safe-T-Cert is a third party accredited health and safety scheme developed jointly by the Construction Employers Federation in Belfast and the Construction Industry Federation in Dublin. It was developed from the 18001/2 documentation but enhanced specifically for the construction industry. It is based on ‘best practice’ requirements for international and national bodies, including ILO guidelines. Safe-T-Cert is recognised under the ‘Buildsafe’ initiative in Northern Ireland and the ‘Construction Safety Partnership’ in the Republic of Ireland.
OHSAS 18001 is generally accepted to all intents and purposes as the most robust Occupational Health and Safety Management System available to companies. OSHAS 18001 was originally prepared as a proposed ISO standard but it has never had the formal recognition as a national or international standard. Despite this OHSAS is internationally accepted as the Health and Safety equivalent as what ISO 9001 is to Quality and ISO 14001 is to the Environment.
OHSAS 18001 is designed to be compatible with other management system standards such as ISO 9001 (Quality) and ISO 14001 (Environment). All or any combination of these complementary standards can be integrated seamlessly.
